Enbridge is building a new Line 3 pipeline to replace the old one. As part of the permitting requirements for the new Line 3, Enbridge is required to either remove the old pipeline at their expense or obtain a “waiver” from you to allow them to decommission the old Line 3 “in place” without physically removing it.
Enbridge will offer money for a “waiver” so they can decommission Old Line 3 "in place." Decommissioning in place is far less expensive than removing the old pipeline entirely. I believe that their initial offer is likely to be inadequate, and I want to get them to substantially increase that waiver payment.
You may want to have the old pipeline removed, but if you are considering decommissioning in place, you should be fairly compensated. Hire me so that I can negotiate better terms on your behalf.
